Miserable Offender?

It's a phrase from the General Confession traditionally found in the Anglican Book of Common Prayer: "We have erred and strayed from thy ways like lost sheep. We have followed too much the devices and desires of our own hearts. We have offended against thy holy laws... But thou O Lord have mercy upon us, miserable offenders."

Okay, but what is a Miserable Offender?

In short, a pitiable sinner in need of God's grace.
